The next regularly scheduled meeting will be October 13, 8:30 a.m. at the Garrett County Department of Social Services.
Lisa Thayer Welch called the meeting to order.
The August 11 minutes were corrected to indicate that Mitizi Purdue is not a lake property owner but a neighbor of June Heseslbach at the beach.
Committee Reports:
Professional Awareness:
The Professional Awareness Team is moving forward on preparing information
for a seminar for local clergy.
Public Awareness:
The Public Awareness Team will meet on September 21 at 8:30 a.m. in
the GCDSS conference room.
Bob Stephens handed out the Public Awareness Plan for 1999 (attached.) Bob reported that the Silent Witness exhibit has been shown throughout the County and during the month of September it will travel from GCC to Flowery Vale in Accident, on September 10 then to the Grantsville Senior Center, on September 21. The display will be at St. Matthews Church in Oakland for the Autumn Glory Festival October 8-11 and then moved to Bloomington in November. The display will be stored at Carolyn’s home for the remainder of the winter.
Data Management:
The Data Mart Team met last Tuesday, September 1st. Lucia Ayers
has received longitudinal data from local agencies covering the past five
years in order to develop a chart to indicate trends.
Headstart, Infant & Family Information System software was demonstrated at the Data Mart meeting and Lucia feels it has potential to be adapted as an interagency data collection instrument. A module would have to be developed and the group that could do this is located in Rockville, MD. June Heseslbach from AAoA asked for this information and Lucia said she would fax it to her. Lucia provided members of the Coalition with a Data Mart Program Effectiveness/Evaluation Design information sheet (attached.)
Strategic Plan:
Coalition members received a draft copy of the Strategic Plan for review.
The Strategic Planning Team will meet on September 21st at 3:30 p.m. at
GCDSS. Coalition members should bring comments and suggestions concerning
the strategic plan to this meeting (attached.)
Maryland Network Information:
Lisa Thayer Welch reported for Jodi Finkelstein.
1. In order to receive monies from VAWA Grants groups need to have
developed a long-range economic strategic plan.
2. Performance evaluation systems need to be developed for coordinators.
3. Coordinator must be actively involved and travel to meet with the
Action Team.
4. Jennifer Pollitt has filled the MNADV coordinator position.
5. On Wednesday, October 28 at 12:00 noon in Frederick, MD the Local
Family Violence Coordinating Council Coordinator’s Group will meet.
Henry will attend this meeting.
6. The Legislative Action Team minutes were circulated to Coalition
members.
Continuing Business:
Family Violence Coalition Grants:
Lisa Thayer Welch and Henry Brown collaborated to re-advertise the
FVC Coordinator half-time position. The position would be for 20
hours per week at about $11,000 per year plus FICA and workman’s compensation.
The pay for this position is based on a State pay scale.
Henry reported that we have received 1/3 of the money requested in our Data Mart Grant Proposal. Lucia Ayers and Bill Flockhart are looking into what do Agencies have and what do they need. There will be approximately $10,000 for hardware purchases and $10,000 for programming requirements. Lucia reported that most agencies have computers that are compatible.
Shelter Update:
Linda Spassil reported that one family was housed in the Shelter since
the last FVC meeting.
HotSpot Update:
The Multi-Agency group continues to go to Grantsville every second
Friday afternoon but they are receiving little or no customer contact.
Lisa suggested the group discuss among themselves whether or not they need
to do more public awareness type activities to generate customer response.
Garrett County Sheriff’s Office Update:
Larry Gnegy reported for the month of August there were six domestic
violence complaints, five domestic violence investigations for assault
for a total of eleven. Six different domestic violence-restraining
orders, four arrests for domestic violence & assault and three arrests
for violating a restraining order.
Caring Kids Campaign:
Bob Stephens reported that the LMB is submitting a grant application
for the Caring Kids Campaign, which is a DHR program, that is Child Abuse
Prevention through Education. Bob thanked everyone for their letters
of support, this is a $10,000 grant and Bob stated the LMB grant is asking
for all $10,000. Bob is very optimistic and Phyllis has helped in
getting actual cash matches. If the grant is received we will be
able to fund two positions as teacher/councilors Kelley Cover would be
the lead and GCDSS’s Erica Mowbray would be the other person. Erica
would help develop the criteria for the teaching aspect. The plan
is to use the artistic skills of area school children that would then be
published in area school calendars and planners to help get the message
out about child abuse. The Safety Safari program was targeted to
Elementary Schools and the Caring Kids Campaign will target Middle Schools.
The FVC endorsed this project.
Henry stated that GCDSS is working with Linda to address mental health needs for Shelter and Garrett WORKS customers. GCDSS has $5000 from DHR to fund three or four staff, one being on call 24 hours a day for have funding about four months. If one of the customers were in need, our staff would refer that person to the proper agency but would not go to the customer’s residence or the shelter. Lisa asked how many customers were in the Garrett WORKS program, Henry stated there were approximately 40.
New Business:
Events for October – Domestic Violence Awareness Month & Crime Prevention
Month:
Larry Gnegy reported that Garrett Eight Cinemas will show our slide
in all eight cinemas the initial set-up fee is - 1 slide for $150,
2 slides - $250 and 3 slides - $325 with wording limited to 15 words.
There is a three-week time span between McClarran and Williams receiving
the original artwork for the slide and the time it would be available to
be shown at the theaters. Therefore we would not be able to be ready in
developing a slide for the month of October. The Garrett Eight Theaters
would not charge us to run the slide for the first three months there after
it would be $50 per slide or if we did three slides they would charge $140
per month (the normal fee is $75 per slide per month.) Phyllis Trickett
asked if there is money for this project, Henry stated that the FVC has
no money as a group but that GCDSS may be able to pay for two slides with
the understanding that some of the other Agencies would also help with
the cost involved. Phyllis Trickett made a motion that the FVC defer
this matter and proceed through the Public Awareness Team to design the
slide the motion was seconded by Henry Brown. Discussion - Bob Stephens
was concerned about the design for the slide, Lucia offered the “Hand”
design that is used on billboards now. The motion was approved.
There will be a short meeting of the Public Awareness Team following the
Coalition meeting today.
June Heseslbach stated that AAoA would be dedicating October 20, 1998 as “Hotline Day”. They will need to have volunteers to man the phones, they are asking for Agencies to be represented so questions or concerns may be addressed immediately. Lucia suggested using a call forwarding system. An ad will be run in the Republican Newspaper October 15th.
June also stated that the “Egg Project” would be kicked-off officially September 18th. The BPW at the State level will help with this project. June stated that through this project AAoA is hoping to raise $2000 for Domestic Violence. June acknowledged Mt. Glade Day Care Center (Adult) for raising enough money to purchase an outdoor patio set for the Dove Center.
Linda Spassil stated her most pressing need is for an updated phone system that will provide privacy for those using the phones at the Dove Center. Lisa stated that the Courthouse is getting an updated phone system and some phones may then become available.
Lisa asked for a motion to endorse the Public Awareness Team plan. Mary VanSickle made the motion and Henry Brown seconded the motion. The motion was approved.
Lisa thanked Wilda Massi for representing the Garrett County Board of Education. Wilda announced that there would be an Interagency POW WOW on September 25, at 1:00 p.m. at GCC. This is a chance to share information about services.
The Professional Awareness Team will meet on Tuesday, September 15, at 3:00p.m. in the States Attorney’s Office.
